North Korea with leaflets, USB sticks and sweets.

Instead the award-winning human-rights activist was detained
in this border city after a scuffle with South Korean police.

His experience, which included six hours of detention after which
he was released without charges,

is an example of how foes of North Korea's Stalinist regime
run up against the cautious democratic politics of South Korea.

A North Korean who defected to the south in 1999,
Mr. Park sends balloons across the border to protest
the Pyongyang regime and provide information to those it oppresses.

The leaflets contain photographs and written messages
contrasting the family dictatorship and repression of North Korea
with the elected leadership and individual freedoms of South Korea.

The USB sticks include digital files with news
of the outside world—including descriptions of the Arab Spring uprisings,

China's Jasmine Revolution and life inside South Korea—along
with movies and soap operas.

Pyongyang made clear that it didn't welcome
Mr. Park's scheduled balloon launch.

"The prevailing situation indicates
that the present authorities of South Korea have begun escalating again
their confrontation with the D.P.R.K.
[North Korea] in collusion with the U.S.,"
a North Korean military statement said early Saturday.

"The planned leaflet-scattering operation is part of
its premeditated and deliberate confrontation racket against the D.P.R.K.
aimed to escalate such provocation.

The U.S. and the present puppet authorities of South Korea
should not forget even a moment that the Rimjin Pavilion is within
the range of direct sighting strike of the units under the above-said
command of the [Korean People's Army]."

The plot failed when the agent was arrested in South Korea.
Mr. Park now travels with constant police protection.

Yet he is hardly a darling of the
South Korean authorities—as demonstrated again this weekend.

When Mr. Park ignored Pyongyang's blustery warning
and went ahead with his launch,

approximately 400 South Korean police were on hand to stop him,
eventually surrounding the pickup truck
in which the balloons were stored and forcibly
restraining him and his colleagues when they tried to access it.

Several minutes later, after he attempted to drive
the truck slowly through the surrounding cordon of police,
officers grabbed him, pushed him into the back of a police car
and drove him to the Paju Police Station.

Ãæµ¹Àå¸éÀº ±×µéÀÇ »çÃÌÀ» µ½´Â °¡Àå ÁÁÀº ¹æ¹ýÀÌ ¹«¾ùÀÎÁö¸¦ ³õ°í ¹ú¾îÁø ÇüÁ¦°£ÀÇ ½Î¿òÀ» º¸´Â µíÇÑ ¾Ï¿ïÇÑ ´À³¦À̾ú´Ù.

óÀ½ ¸î ¹øÀº 1998³âºÎÅÍ 2008³â±îÁö Çѱ¹¿¡¼­ È­ÇØ Áß½ÉÀÇ <ÇÞºµÁ¤Ã¥>ÀÌ ½ÃÇàµÇ´ø ¶§¿´°í, ÀÌ ½Ã±â Çѱ¹ Á¤ºÎ´Â ±èÁ¤ÀÏ°úÀÇ Ä£¼±À» À§ÇÑ Âü½ÅÇÑ ¹æ¹ýµéÀ» ÀÕµû¶ó ³»³õ¾Ò´Ù.

The confrontation was a grim sight,
like watching brothers fight over how best to help their cousins.

Some 24 million North Koreans are trapped in
Kim Jong Eun's hermit kingdom,
and on Saturday none received any gift from the sky.

All the more disturbing is that Saturday's outcome was
somewhat routine—arrest number seven or eight,
according to Mr. Park's count.

The first several occurred during South Korea's accommodationist
"Sunshine Policy" years, from 1998-2008,
when Seoul explored one creative way after another
for making nice to Kim Jong Il.

Under those circumstances,
checking the aggressive activism of defectors such as Mr. Park
at least had a certain perverse logic.

Yet Seoul continues to treat Mr. Park as a nuisance today,
five years and two conservative presidential administrations
after the end of the Sunshine Policy.

The pattern suggests a disturbing continuity to South Korean politics.
When tensions appear low—negotiations are moving along,
joint industrial projects are opening up—Seoul finds justification for
reining in Mr. Park.

And when tensions appear high—negotiations are suspended,
Pyongyang is testing weapons and threatening more—Seoul finds
justification for reining in Mr. Park.

These days South Korean officials are seeking to resume negotiations
with the north for the first time in two years,
and on Saturday President Park Geun-hye was on a state visit to
Kim Jong Eun's patrons in Beijing.

Á¤Ä¡Àû ¿ªÇÐÀÌ ÇÇ»óÀûÀÎ º¯È­¸¦ °Þ´Â µ¿¾È, ±èÁ¤Àº Á¤±ÇÀº Æò¾çÀÇ Á߽ɿ¡, ÇÙ¹«±â °³¹ß°ú ¸ðµç ¹æ¸é¿¡¼­ ¾ÈÂøÇß´Ù.

While this plus ca change dynamic continues,
the Kim regime remains ensconced in Pyongyang,
nuclear-weapons program and all.

At least Mr. Park—who promises more balloon launches
to come—can know that he represents a most threatening combination to
North Korea's ruling gangsters:

a defector who carries the truth of North Korea to the rest of the world
while helping educate North Koreans about life beyond their prison borders.
